How do you guys decide on what size owner split ring and st66 treble to use. IE 5" lure = size7 split ring = 4/0 st66 treble? about to re rig some lures I've bought and want to get right first time. Your help would be much appreciated.

Most manufacturers give a recommendation on hook size. The split ring should just sensibly match the hook.
Absent that, if you post the lure names and sizes here I am sure you will get some answers.
-
The problem here is that I have been given some lures so don't know what make the lures are only they measure 5 1/2" I also have a yo zuri 51/4" Surface Cruiser.
-
On the surface cruiser I think I put ST66 4x on and it matched the stock trebles (same trebles as the surface bull). I personally can not get the lure to work in any sensible fashion.

Doug,
I put 2/0 st66's on the 60gm surface cruiser and I'm pretty sure I have 3/0's on the 100 gm. It sounds like you might have the 40gm one though... Not sure what hooks suit that one best.
Not sure about your other lures but if you try to match the size of the stock hooks with st66's you should be ok (as far as retaining the action goes anyway)

just bought some Williamson 7" Jet Poppers what owner split rings and st66 should i use I believe that the hook is vmc 6x. Also would 65lb braid and 80lb mono be any good.

I have these poppers and I use ST66 size 4/0 on them...... I know people who fixed 3/0 on em too. But I personally prefer big hooks whenever possible. As for the braid and leader, guess it depends where you are fishing and the terrain. :)

off to aitutaki in sept not sure of the terrane.

I think 80lb leader is very undercooked for 65 lb braid, and that you should be looking at leader about 120 to 130 lbs.
