Doug, you need to find a treble for a lure that has enough hook clearance to provide for clean hook-ups. If the hook is too small, the popper itself may impede a clean hook-up. You need to test the lure to make sure it will still float with the hook in question or that it doesn't get excessively weighed down. Even if the lure still floats, an excessively heavy hook for a popper, may cause it to spend too much time underwater. After each pop, the lure should come back up to the surface promptly. if you find after each pop that it takes a few seconds for the lure to come back up, your hooks are too heavy.
Finally, ensure you find trebles that are strong enough. Most people here would be using trebles like Owner ST-76s, some of us still use ST-66s, Gamakatsu Recorders and Decoy GTs.
