Ripple Fisher Ultimo 79MH is a nice rod.

I would keep that popping rod short, between 7 '4" to  7' 9" is ideal.
for stickabait you better off with an 8 footer or a bit longer and a softer tip,

If the poppers are out and budget not an issue, then I would suggest you look at relevant specification rods from the specialist stick bait ranges of Ripple Fisher and Carpenter. The right models would seem to be:

Ripple Fisher Ultimo 79MH or 82MH
Carpenter TBL 80/40 .

would a carpenter EP86/40R power 1 be a suitable choice for him?
I have the intention to get this rod to play swimbait >180g and probably a D/E cup popper.is it feasible ?

EP 86/40 will handle stickbaits to 200 grams no problem.

For poppers an E Cup would be really pushing it unless you just want to skim the popper. If you want to really chug it properly, then  I would say no with this rod.  D-Cup maybe but I don't ever remember using a D-Cup so am not really aware of its characteristics.

EP86/40 does well with poppers like Seafrog Twinhook, Cubera 125.
